I don’t recall Alberto Costa discussing this with parliamentary staff trade unions before speaking out on it.
The fact that bullying has led to MPs losing their seats is a great strength of the ICGS system, not one to be watered down.

For the first time on this platform I’m going to marvel that every MP’s office is daily sent the propaganda of a major world power. No letters page, just boosterism and undermining rivals!
