As far as your ins goes, call another agent to compare. It may be your agent getting greedy.
They're not supposed to charge over a specific % yet many don't follow those rules.

You can easily fix your pan
Wire brush, steel wool or use copper wool.
Remove all rust
Rinse/dry
Give a good generous rub with animal fat or lard then bake in oven at 177C or 350F for 4hrs.
To maintain never use soap, steel wool only when dry spray/wipe with veg oil to protect from rust. 👍 like new!
