But if we're being overly pedantic, the "garuntee" was the US and Russia signing that they wouldn't attack. But we don't have a third party "god" to honor such agreements, so no one the world stage there's never such garuntees. Just that now it's known that Russia's word can't be trusted.

They signed an agreement stating that military force will not be used against Ukraine. Russia violated this agreement by invading Crimea.
