I don't think so either...perhaps though there's an opportunity to amend the charge during debate on budget so that revenues raised remain the same while directing the burden a little better

Great thread Dan. In a relatively short period you have identified a more justifiable proposal that protects real farmers and catches investors. Question is why department officials were unable to do likewise?
