Yes & no. There's an expression: "If you have 4 people eating dinner at a table & 1 is a NotZ, then you have 4 NotZs." So if you have a line of 20 cops, and 1 is instigating, then you have 20 bad cops. Because 19 didn't stop the violence.

I always found it fascinating that when you bring something metal inside on a cold morning, it feels like it is radiating cold, just like a fire poker radiates heat. But that's the opposite of what is happening.
