They didn't have the votes, but the governor insists on them coming back in early to vote on it. If they pass this after saying they know their constituents don't want it -twice! - there will be a bloodbath, figuratively speaking, at the polls. They'll all lose, and with prejudice.

A certain amount of utilities for every person living in a home/apparently etc should be free, then you pay for overage. I said what I said. Utilities should be a public good, not a for-profit enterprise.
