I'm continually surprised how folks, in this day and age, will go "mass surveillance is bad unless it's a speed camera, and then it's ok since it generates revenue/ think of the children/ not a REAL license plate reader".

No. License plate readers are used to track people.
Putting them in school zones and calling them “speed cameras” doesn’t make them magically immune to being used by the Feds to disappear people.

Tie the wage increase to the licenses structure. Mandate giant “I exploit my workers” signs in any business that doesn’t pay a living wage. Get creative with it.

They‘re saying if they go fare free then *those* sorts of people, ones that may not “respect” the bus, ones that may be “too loud” or “take up too much space” would use the bus more.

I’d love to hear them waffle out an answer if someone asks them what would make them feel safe, because most of them wouldn't be able to give a coherent response and the rest wouldn’t give an honest one.
