I think he saw Baltimore as a perfect opportunity to test his theories of roster crafting. Did the tank, got the talent, and tried for as long as he could to build without spending a ton. That didn't work because marginal moves are marginal, and new ownership prodded him away from his risk aversion

Could also swap Beavers and Gunnar. Gunnar having that protection should be fantastic, and Beavers has good on base skills
