They have two options. They could stick to the norm and have it be Continental Title alone. Or they could have Okada put his Int'l Title into the tournament like Eddie did with the NJPW Strong and ROH Titles in '23 - making the C2 for the Unified Title.
It's just not known what Okada will do.
