I hate to say it but I was in a theater packed with kids for Rugrats in Paris and when the song Who Let the Dogs Out came on the whole place went absolutely bonkers. It was collective seat bouncing the likes of which have never been seen before or since.

Unfortunately, dark under eyes are likely hereditary and little can be done to “fix” them.
Making sure you are eating well and getting plenty of sleep can help and perhaps a good concealer if you are open to it.

To treat the oiliness, an azelaic acid treatment helps. Naturium has a good one. Also, taking zinc supplements can help control oil.

For oily skin I recommend a good simple cleanser. I like the LaRoche Posay Toleriane (not the medicated one.) I would also do a gel moisturizer. There are several good options at the drugstore.
