I've worked in this industry for 11 years - you're right about there being WIP assets early on, but it's not uncommon for aspects to be populated with final or near-final work at various stages of dev. This is especially true for level & character art --

I was gonna say this, is it possible it was overlooked placeholders? That's the one "acceptable" place for GenAI, as temporary filler until you put in real work by an artist. In a game as big as E33, it's possible they did that and just missed parts. Especially if the majority is actually hand made.
