This was typical of the release cycle during ARR. Content pacing has really slowed down since then.

2.2 gave us Lost City of Amdapor, Halatali Hard Mode, and Brayflox's Longstop Hard Mode. We got Hildibrand. We got Levi EX, King Mog EX, Battle on the Big Bridge. All of Second Coil. Two beast tribes. And relic steps.
All in one patch. And then they gave us that much content 3mo's later. Again.
