Smells of politics to me. Senator Markey asks his letter to the DOE Secretary: Are they actually out of money? In 2018, the NNSA was able to keep going in the 35-day shutdown.

Those are Pope Francis's massive restrictions on the TLM. Before under Pope Benedict, it was generally up to the parish priest to decide. I can't vouch entirely for the accuracy of the site below but I spot checked my parish and it seemed right.

The Traditional Latin Mass is allowed under some circumstances and various Popes have expanded and contracted the permission to use it. Around where I live, there's a few mainstream churches that have the latin mass available weekly.
