The money allocated for a specific purpose must be spent for that purpose when available. Money in a "restricted fund" (by Definition) can't be used for any other expenditures and therefore must be both available and spent on those Expenditures named in the "restricted fund". "Restricted Fund"money CANNOT be used for any other Expenditures other than those specifically📝within the"Restricted Fund",&ONLY when"conditions"📝within the"Restricted Fund"are met. If there is no money in the restricted fund,or money isn't readily available, the law has been violated!

Only moneys directly associated with the "General Find" that Appropriations 📝are not "restricted" or "committed" to any special/particular purpose can be reallocated to another Expenditure in the case of a "Short fall"‼️ALL💵in the"fund"LEGALLY MUST BE spent on the expenditures the fund is designed &📝to protect‼️
