I think the problem is trying to come up with a non-full-scale scenario that introduces an opportunity to show the potential indecisiveness in the C3I system. Most sensible scenarios are fairly clear in their intent. "A Scenario" tried to come up with a cute scenario that was confusing to US leaders

That one suffers from many of the scenario issues that this sounds like it does. reddit r/nuclearweapons has ripped those to shreds. I like the book for its behind-the-scenes discussion and comments from experts, but its war scenario is also forced.

Was this taken at the Mt. Wilson 100" telescope? I visited it a couple years back - it was very moving to see the telescope that, maybe more than any other since Galileo's first crude one, told us of our place in the universe.
