Casual discussion: I find that progressive areas tend to be much better on ensuring advance notice of deadlines and providing accommodations to register. Conservative areas tend to withhold this info or only do the bare minimum as required by law to not get sued.

Intentional and by design. A report could have been released in advance if the Trump team had good news. It’s in his name to capitalize on actual successes (& often claim them in his name, not of folks truly deserving of praise).
