You realize currency is a socially constructed universal tool of exchange that is fiat while real resources and political control over is more important than a budget surplus?
Budget surpluses are bad because this is money that you are taxing out of the economy that could be used on your people.

Trade deficits and government deficits in spending do not matter when you have currency sovereignty simple as.

You don’t even have to read Marxist texts. There are plenty of scholars who are not Marxist who arrive at the same conclusion.
