There are a lot of unpopular things he could conceivably stop doing. Deporting random grandmothers, tariffing places that make cheap goods that we want, etc.

The poverty line is based on a very obsolete calculation which is why many programs are based on a multiple of it. However, his proposed alternative is positively unhinged.
