At what point can, or would, this behavior de-value the legal system to the point of no return? If crime pays, what is the purpose of a legal system? With so many pardons at felon could easily point to them and declare themselves "not guilty" based on similar pardons?

Yes a hundred times over! None of this garbage will make any community a better place place. It can only get worse.
