Ukraine needs to be doing the same to Moscow & St. Petersburg - those are the only places that might make complaints Putin will listen to.... maybe.

They need to do that in Moscow. Blacking out Donetsk might give some advantage in the area, but Puton doesn't care about it.

Thatt might be 1km from the front lines, but it is NOT 1km from Russia!! the nearest part of Russia to Kupyansk is about 37km to the north-east of the town!

That's a great location to hit - damaging the prop shafts and rudder makes it much more difficult to repair than "just a hole" would be - misalignment of them can be difficult to repair.
