This op-ed doesn’t address a pretty crucial difference between the ARO and other similar inclusionary zoning policies, and that’s the in-lieu fees. Essentially, developers can opt-out by paying a fee, which is WAY more lenient in Chicago than policies in other successful cities like DC and NYC.

Do you have any proposals on funding mechanisms? Like would federal funding be necessary, has the recent funding bill given any insight, etc?
