This op-ed doesn’t address a pretty crucial difference between the ARO and other similar inclusionary zoning policies, and that’s the in-lieu fees. Essentially, developers can opt-out by paying a fee, which is WAY more lenient in Chicago than policies in other successful cities like DC and NYC.
