It's good to have this said explicitly, but in reality won't LAPD continue with the same tactics, get sued, and pay out settlements from LA taxpayer money? Or do rulings like this in fact change LAPD behavior?

LAPD is collaborating with ICE. They are protecting federal gang members instead of protecting innocent people from being illegally detained. Do you stand for this?
