I read this morning that people at OPM & Treasury found programs on their computers that were checking for forbidden words. If true, they had execute access (root), I believe.

Yes that would be very bad but system access can be apocalyptic.

At OPM, it seemed that they had read/write/execute access (they could install programs). I suspect that’s what they wanted at Treasury and that insert is a smokescreen.
