Also there are exceptions to the Human Rights Act which only applies to Public Authorities. Parliament and people carrying out functions in connection with proceedings in parliament are not covered by the Act.

That's not how the law works. The Human rights act gives domestic effect to international treaty rights and only applies to public authorities, the equality act is purely domestic legislation and covers bothe public and private acts.

Judicial functions aren't covered by the Equality Act 2010 , see Schedule 3. Paragraph 3.

That's why the equal treatment bench book exists, but it is only guidance and not legally binding.
