People said they voted against charter because it didn't have wards, others said they voted against charter because it had wards & it would divide the city. Some want City Manager and some want strong mayor. It's impossible to please everyone.

Agree 💯 but we've had 6 charter change fail in the last 20 years. So one can argue that the city doesn't want reform.
