Try CVS! This happened to me and my over-65 parents last weekend (Wegmans pharmacy in VA), after trying a few other places we were told to try CVS minute clinic. The nurse wrote a prescription and administered the vaccine right there, no questions asked about qualifying conditions. Good luck!
