Treasury secretary nominee Bessent wants to trim deficit to 3pct of GDP by 2028. Down from 6.7pct. But not touch mandatory spending or defense. That would cut spending by about $1 trillion out of a total of $1 trillion in discretionary spending ex-defense. Or every single dollar.
