Heroes don't change things. They're stabilizing forces. At best they restore the status quo. Enacting change has always been the domain of chaos, which is where villains come from.

And then there's what Games Workshop does with Warhammer 40k, where everything is canon, even the contradictory parts. Especially the contradictory parts. And where the codexes are blatant in-universe propaganda pieces.
