I would imagine that the notoriously unreliable and fractured funding mechanisms we have for scientific research in this country might have something to do with it. When your desperate, you're less likely to ask questions.

Damn, this would’ve been so funny if not for the fact that ICE agents will just straight up murder you for interfering with their ability to disappear folks into black sites where the guards can commit any number of atrocities without fear of exposure.
