I wouldn't say racist, though they do crank the stereotypes to 1000%, but so does Red Alert in a way. But fighting only GLA most of the time in the campaign sucks hard.
That said, I am a GLA toxin player because war crimes are fun for gameplay. And I also enjoy Chinas nuclear general.

As a fan of Command and Conquer: Absolutely!
It has really excellent gameplay and a unique balance in all three factions. Though the story is lacking, the Zero Hour expansion adds new units and subfactions with a unique challenge mode which is a fun time waster!
