One of the most striking aspects of Johnson's rise was the promise of a radical shift in govt culture - "move fast and break things", action for action's sake, "had enough of experts", fillet the civil service, govt by 3 word slogan. This was the result, counted out in people's lives.

isn't there a sense that the chaos was due to Downing st being gripped with a manic desire to impose "move fast and break things" culture, where ideology trumps best practice? Everything the Johnson govt did seemed to be driven by the mistaken idea that Communings was an intellectual powerhouse.
