Yes, but back to 1972. With my 3 littles at a traffic stop in front of a local university, 3 police came from nowhere, grabbed a pedestrian & beat him mercilessly as he screamed "it's not me I'm not him"! Light changed, I drove & stopped soon as I could to calm my children. I have never forgotten.

And "criminal record" means what. Traffic stop? Fender bender? Rape? Warrentless home invasion? Tire theft? Embezzlement? Public drunkenness? A better barometer might be "conviction record". Preceeded by at least some version of due process.
