one of our neighbors called and asked that their green bin be picked up. it was, but they were told that they "would still be paying for it". i suspect that was just an inelegant way of stating that our solid resource fee was going up (which we already knew about based on a separate mailer).

ours were dropped off the first week of october. we thought it was very strange and felt singled out. then we started seeing them spread throughout the neighborhood (and city). very poorly communicated and rolled out, no question.

however, some neighbors either didn't get the postcard or didn't register it as something they needed to respond to so we still ended up with several unit-specific (addresses & unit numbers written in white marker on each) were dropped off.

yes (at least in theory). i received this postcard in july and filled out the online form to decline a bin since our 6-unit complex has had a couple for years (a 90 and a 60 - more than enough weekly capacity for our building's yard trimmings and food waste). sanitation.lacity.gov/san/sandocvi...
