They entered personal auto by purchasing Metromile which was hemorrhaging cash. They needed it to distract from the fact that their own financials were trash and they needed a new story to sell. I don't think they care about the loss ratio as much as the marketing.

Lemonade needs hype. It's been increasingly clear that their advantages don't extend well from renters and low value lines of business to home. They need to continue to position themselves as more tech savvy than other insurance companies.

Arizona personal auto rate filings are "Use and File". They do not need prior approval.

Also, as someone who has submitted insurance rate filings I can assure you that the "proof" can be thin depending on state and line of business.

For a new product like this in AZ I doubt it got much scrutiny.

I believe the plan is to have Freddie and Fannie purchase the MBS, so I can't see how that would involve the fed.

As for the legality, I don't really know, but on the surface seems less controversial than anything they've done in the past few months.
