Why would they be requiring certain features? Isn’t the point of an App Store review to ensure that it follows standards and isn’t injecting malware or harming the users in some way?

It’s not a wall. It’s a lighting array. There is an EMAS area at the threshold, however the plane was likely traveling at such a rate of speed (due to no braking, flaps, or spoilers) that is passed right over the EMAS and into the lighting array.
The EMAS is designed for lower speeds.
