IMO after Eternal Weekend Vintage rules right now and Legacy is awful.
Vintage: 6-7 decks that are all strong and weak against aspects of each other. Plus space to brew in the tier 2 range.
Legacy needs at least 2 bans. Maybe more. F modern horizons as a whole concept.
