It reminds me that early Caltech leader George Ellery Hale favored raising funds for scientific research entirely from private sources rather than relying on federal appropriations, which he felt could lead to government interference.

I suspect one drone attack on a South American boat is less money than fully funding research on this to decrease rates of drug treatment failures!

But I’ll say there is ZERO in the VA memo above that seems to imply they are collecting disability info in the legal context of providing accommodations!
