As Treasury are an unreliable partner the best solution for Leeds is to raise the cash themselves. Then they can cut the scope any business case right down, and get on with it now rather than in 10/15/45 years time

In my experience the delays with Technical Approval from a LHA perspective are driven by the quality of the information submitted. If it’s sent in dribs and drabs or is incomplete this drags things out.

EPC ratings for nearly all properties are C or much worse the older they get eg G for pre-1930. Things only improve for post 2011 new builds rising to B/A. Ht @martinrobbins.bsky.social & @jamesomalley.co.uk

Of course for rental properties the floor is E rating with ~48% achieving C or better
