the state engages in overwhelming force against a few protesters but they will be overwhelmed if enough people show up. Also, I don’t think effective protests don’t rely on authorities. How else would people rise up against GOP-controlled local, state, and federal government?

it’s nowhere near that level. This is more similar to Orban’s and Erdogan’s playbook. Not at Putin’s level yet. Things will get worse but so will the pushback against the regime. The regime won’t back down unless millions are marching on the streets, and engaging in civil disobedience.
If thousands marched against ICE in the city then they’d be quickly outnumbered and would have to flee. But the city’s residents are not doing that yet. So the Feds aren’t backing down.
