Maybe check out Ellipsus? I just heard about it and haven’t tried it yet, seems like a collaborative writing tool but maybe it’s got some applicable features

For formatting a book, you probably want indesign. There’s probably an open-source equivalent out there if using Adobe isn’t an option for you.
For writing and organizing different content sections, Notion or some wiki-like equivalent may be helpful?
