People like that can't accept that they're in the wrong. It's infuriating, but at least it lets me know who to avoid.

My best bet is that it's just some agency running drone/anti-drone preparedness exercises and they're not allowed to disclose that to anyone. Seeing the war in Ukraine and other mass drone attacks/spying I imagine they're looking for a low collateral but effective means to deal with them.
