It's deceptively simple. When I first glazed yellow over pink to paint imperial fists it broke my brain. I still struggle to understand colour theory.

Not sure how the US does it, but in Australia they'll read a usage meter outside your house, similar to water usage meters. Sometimes they won't physically read it and estimate usage instead.
If the bill has a meter reading you could compare it to what your meter says.
