Terroristic regimes thrive on obedience — the blind faith that uniforms equal authority and that silence equals peace. But there can be no peace built on submission, no justice brokered by those who wield terror as law. It is only a matter of time until those that enacted crimes against humanity pay

Crime is a systematic failing. Lack of education regarding consent is a systematic failing. Minors lack maturity & guidance that adults should be capable of navigating through. The idea is to fix harm & learn accountability because if left uncorrected, nothing will ever change. That's all there is.

One would think that this is already common knowledge, a logical conclusion as juvenile justice is being debated upon due to the rise of children and teens committing horrific acts of violence and perversion. But most seem to forget that people, especially children, are capable of change.
