It sounds like in this case the editor wasn’t being fair if they made themselves open to pitches. If no guidelines, I’d ask what is their preferred way of pitching the publication. Many places like Fodor’s have a dedicated pitch inbox so that no one editor’s inbox is inundated with pitches.

I understand that trying to pitch an editor in a round about way may seem like you're giving your pitch a competitive edge, but it actually achieves the opposite and just shows the editor you haven't taken the time to read the pitching guidelines.
