Unlikely, China has too much influence over them and want the yuan as the predominant currency. They are unlikely to ever ally with you, not when they could attack whilst your focus is elsewhere.

I choose to interpret it as he is slowly moving the needle.

If he comes out and says "we are rejoining" then there would be uproar

A better way is to secure better terms and let people SEE the benefits of rejoining, perhaps by cutting the tax burden, then integrate more.

It's also worth noting that many of the countries with these "Agreements" have never had them pass their parliament/legislature unlike ICC commitments

If push ever came to shove the legal process in their country would should see a US citizen arrested on an ICC warrant

That's not how Article 98 works it's not unilateral, it's a provision to respect other bilateral agreements, the US has around 100 of those, mostly with countries it strongarmed into them with the threat of aid withdrawal

Not always with the consent of the US

Even the USEmbassy.Gov website explains that whilst in a foreign country you are subject to that countries laws.

That would include ICC oversight.

And in this hypothetical situation he isn't in the US where US law applies.

US law does not supercede European law in Europe.

If he was under an arrest warrant and lands in say France he would be arrested.

That's how that works, we aren't beholden to the US and increasingly resent its actions
