I am not understanding this argument from Ministry.
It's true that protective clothing, physical demand of work etc. can impact. This is actually why it's even more important to establish a maximum temperature appropriate to the kind of work, apparel, equipment.

In response to questions from The Tyee, the Ministry of Labour said it would not be regulating workplace temperature because heat stress and injury are caused by a combination of things such as humidity, radiant heat, the physical demands of work, individual health, hydration and clothing. “Because of this complexity regulations do not set a specific indoor temperature limit,” the ministry’s emailed statement said. “Instead, a risk-based approach is needed to account for all contributing factors.”

Also the way he avoided ever having to go to trial was to argue that Darcy Shepherd was 'one of those people' and smear his reputation publicly via the Navigation PR team he hired. Apparently this is known as the “Scopelliti” defence tactic.

They also produced two compelling photos: one of a shirtless man who looked very much like Sheppard angrily confronting a motorist in a BMW; the second of the same man perched on the running board of the same vehicle, hanging from the side window. In the court proceedings, Special Prosecutor Peck declared that he, himself, found the “probative force” of these exhibits undeniable. But the relevance of those exhibits was never ruled upon by a judge. Nor had the circumstances in which they were gathered been tested in a trial. On May 25, 2010, the Special Prosecutor, concluding there was no reasonable likelihood of conviction, dropped the charges against Bryant.

This photo. I woke up w headache & asthma attack. Found out about oil spill on Twitter. I went down to the beach. It was now hours later & nothing had been done by govt, premier was MIA. But some neighbours had made homemade signs & gone out immediately to warn everyone & keep others safe.
A sign pole on a the beach with a City sign on it warning there was No Smoking on the beach. Taped to it is a torn homemade sign in purple marker that says: Oil spill!! Do not go barefoot; Do not swim; Do not touch rocks or sand.

Gordon Campbell should never be allowed near public policy after attempting to impose time limits on social assistance in BC. A move that would have left thousands without any income at all and that was only halted at last minute after huge public outcry & advocacy to stop it.
Of all the changes the BC government has made to social assistance, the most radical is the introduction of welfare time limits. The rule kicked-in April 1, 2002, and limits “employable” people without children to only two years of social assistance during any five year period. Once they hit the two-year limit, they will be completely cut off assistance. Employable people with children over three-years-old will not be cut off, but will lose $100 per month from a support payment that is already far below the poverty line, making it virtually impossible to make ends meet.
