Can only agree with all of this. The only way to expand the game globally is to allow aspiring nations the chance of regular competition against so called Tier 1 nations🏉
Rugby - the only way that Tier 2 nations can develop and be self-sufficient is to allow them to be promoted, as of right, to the top two tournaments in global rugby. Whether it is every 1,2, or 3 years and whether by playoff, etc, can be agreed, but the automatic right by winning is the point.
