Whether he pays the fine or not---$1m is chump change to some in the area---he should not be allowed to build on that lot.
And, if we had a functioning federal government, they should look into the dealings of his software company in Russia. I would bet money he's violating sanctions.

Neighbor along a nearby thoroughfare put one of these giant skeletons up looking over his front fence for Halloween. Pretty cool effect. Left it up for T-giving, adding a pilgrim hat. Now for Xmas, with a Claus hat & beard.
I really hope he keeps it going, maybe with Skeleton Cupid for V-tine's Day.
