yes and no. It doesn't diminish the fault of the aggressor, but it is definitely a failure of either competence or intent. If I was the chair of the SFRC, I'd definitely drag the secstate in to ask them why they failed to preserve peace.

in both cases the US definitely did not engage in deterrence and therefore carry some blame for the war happening. Not all the blame, of course, but I don't find the actions of the state department in 1990 or 1950 to live up to the aspirations of peace that I'd hope for
