No charges doesn't mean it was handwaved away. They probably can not pinpoint exactly who was throwing too hard and at them so they can't charge them. And they can't charge the whole float. Charges would be a waste of time and money. The krewe will be fined and riders blacklisted.

Exactly. It isn't a well kept secret which of these krewes is notorious for pelting people. We all know and it sucks. It should end and there should be repercussions. I'm ok with no charges since nobody seems to be hurt.

You aren't working when you are there. As a rider, you are told to never throw anything at any first responder. Carrollton is notorious for throwing hard and being awful. Hopefully this will make some of the other common offending krewes think twice.
